Robert Blum (b. 1915, New York City-d. 1980), earned his B.A. in 1938 and his M.A. in 1941 from the University of Wisconsin in economics. He worked for the Wisconsin Public Service Commission and the War Production Board before entering the U.S. Navy in 1943. He worked for the State Department in 1947 and was involved with the Marshall Plan's electric power sector.
